Scarritt School

On February 2, 2023, KCPs hosted a public meeting for community members to learn about reuse proposals for the redevelopment of the Scarritt School site. Two (2) teams presented their proposals and participated in a Q/A session with the neighborhood.  KCPS is collecting community feedback on the two proposals via a quick survey (deadline to submit feedback is February 28, 2023). KCPS has provided the two proposal teams a few months to work on the key issues identified by community members and the KCPS technical team. For Exact Architects, this focused on incorporating affordable units (at lower rent rates than originally proposed). For 405 Development, this focused on identifying an operator and investor. Concurrently, KCPS contracted with Rosin Preservation to submit a National Register Eligibility Assessment (EA) to the State Historic Preservation Office (SHPO). This is a critical component as both reuse proposals need Historic Tax Credits (HTC) as part of their funding strategy. Based on the feedback from SHPO, the Rosin team is currently conducting additional research to address questions raised by the SHPO. Once the Rosin team has concluded its next stage of research (and if that research can effectively address the SHPO’s questions), KCPS will host a public meeting so that Exact Architects and 405 Development can provide updates and community members can share feedback to inform KCPS’ selection of a development team. KCPS anticipates an early/mid November meeting.

ARCHIVE: The Scarritt school site was declared surplus in early 2022. KCPS hosted a public meeting on June 21, 2022 to share information about the repurposing process for Scarritt and to collect community feedback on the redevelopment of the site (see posted meeting notes for details). Block Real Estate Services (BRES) is marketing the site on behalf of KCPS and hosted a public site tour on June 29 and August 31, 2022. Proposals were due on October 31.
