Scarritt School

KCPS is currently accepting proposals for Scarritt. Proposals are due July 1, 2024. Background Info

Scarritt was declared surplus in early 2022. KCPS hosted a public meeting on June 21, 2022 to share information about the repurposing process and to collect community feedback on the redevelopment of the site (see archive below for meeting notes). Block Real Estate Services (BRES) marketed the site on behalf of KCPS and proposals were due on October 31, 2022.

On February 2, 2023, KCPs hosted a public meeting for community members to learn about reuse proposals. Two (2) teams presented their proposals and participated in a Q/A session with the neighborhood (see archive below for the two proposals, meeting notes and survey feedback).

KCPS provided the two proposal teams a few months to work on the key issues identified by community members and the KCPS technical team. Concurrently, KCPS contracted with Rosin Preservation to submit a National Register Eligibility Assessment (EA) to the State Historic Preservation Office (SHPO). This was a critical component as both reuse proposals require Historic Tax Credits (HTC) as part of their funding strategy.

Based upon feedback from the SHPO, Rosin Preservation conducted additional research to address questions raised. Unfortunately, the preservation consultant does not believe that they have identified enough information to successfully nominate the school to the National Register of Historic Places. Additional information may exist, but it was ultimately not found during the course of their research.

KCPS shared the feedback from the SHPO and the research completed by Rosin Preservation with both proposal teams. Each team then had their own independent historic preservationists review the materials to determine if they saw a path forward in a resubmittal to the SHPO. At this time, both proposal teams have indicated that they do not see a clear path forward to get the site listed/eligible for HTC. 

In February 2024, KCPS relisted the site through BRES to identify additional proposals. Both teams that submitted proposals in the initial round have the opportunity to resubmit if they see a path forward with HTC and/or alternative funding.
